The Qualified Capacity public surfaces are living documents. Each surface opens in a deliberate state and evolves as the practice it describes evolves. This record is the open log of that evolution — section by section, surface by surface, in the order changes occur.
A revision is entered when the meaning of what the reader takes away changes — when a locked decision shifts, when a section is added or removed, when deferral language moves from forward-declared to live, when a commitment is rewritten. Copy edits that do not change the reader's takeaway — punctuation, line breaks, small word choices — are not revisions and are not entered. The standard the record is held to is the same standard the surfaces are held to: no revision happens silently.
